1600X and 1080 will both bottleneck a 1440p 144 hz panel. You need higher frequency CPU ~5 GHz to get up to 144 Hz and 1080 will struggle to achieve that at 1440p. R5 1600X and all other Ryzen CPUs currently available will at best achieve ~100 fps but the GTX 1080 will struggle doing latest titles at 1440p above 60 fps.

I would prioritize the monitor because it will last longer than anything else. The R7 2700X might be able to reach higher fps with its higher frequency and around the same time Volta/Ampere will be launching which following trends should give you like 25% better/price performance.

If you can't wait that long try the used market. You can probably get a GTX 1080 Ti at MSRP.

For me it would be between the i7-4770K and the i7-3970X. I think both would hit higher framerates than the Ryzen CPUs (Similar IPC as Broadwell/Haswell), but choosing between the two is a trade off between IPC and more cores. the LGA2011 platform does give you more options for expansion and a much nicer VRM though. Of course if you don't have the budget than a GTX 1080Ti and one of the i7-2600K bundles is a much better deal.

I have a weird question I'm going to get a small stand for my computer made its being made out of bed frames (so steel I guess)
It's basically just going to prop up my PC by about 5 inches so that it fits on my desk better
Would that cause any problems or potentially damage my computer if it's sitting on a stand made of steel?

Hope the case has rubber or plastic feet.

It does but the stand will most likely be sitting around the edges of the case while on my desk.
