YES. High refresh monitor is always superior to a low refresh monitor.
I would literally not suggest anything below 120hz for gaming.

Gee it's almost as if technology changes. It's nice to be able to benefit from them with your current GPU instead of needing an upgrade to keep up with them.

Those are the same thing. 3000 CL15 will OC to 3200 CL16 fine.

1080Ti were $530-$630 in the US. I haven't seen a cheaper 2080.
