One of the biggest problems with processors today is the fact that they wait most of the time because RAM is so much slower than the CPU. Why do you think we need prediction and why do you think the cache size matters so damn much?

What do you mean to tell me? That 1980s computers had memory bandwith around 3-4GB/s or that they had 800-1600MB of RAM?

DRAM performance has nothing to do with Moore's Law. SRAM is to hot and expensive to fab in huge capacities.
Figure out a way to make mythical 1T SRAM that only consumes a few joules per MB at reasonable prices and we'll stop using DRAM over night.
