Do people not retain knowledge or do they cheat any chance they get? I just don't see how they got through the pre-rec course since it's considered a bit of a filter class because it's so tough on newbies.

No, it's even more of a meme that focuses on even more bullshit and less on the technical aspects of CS, ironically. It won't teach you how to understand large software project in any way you couldn't practice yourself. The only advantage is that you get an actual engineering certification.
