I don't know where to even get something like that. I don't know this for a fact but if I were to guess it's probably illegal for restaurants to serve raw meat here. I've certainly never been in a restaurant that serves raw meat anyways. We do have proper butcher shops and the like but I doubt they would encourage anyone to eat raw meat either.

Not really. Salmonella is a non-issue in countries with proper regulations. Yes, it is still safer to properly cook it before eating but the incidents of salmonella were actually vanishingly small even before these. Don’t get me wrong, it’s good that we have these laws but the danger is a small one even without them. Like, getting run over by a car as a pedestrian small.
