Only cities that get blizzards every year are prepared to deal with them, others (like here in the Pacific Northwest) get taken off guard and we get iced-over roads for up to a full week before they can actually plow them. When that happens all the carlets stay home while big trucks and AWD Japanese cars get to play
They want to get rid of roads because they think roads are communist.
This rich won't pay taxes, the infrastructure falls apart, might as well prepare for the future as America falls into a 3rd world country.

I drove from San Antonio to Denver, through New Mexico on the way back and through Oklahoma on the way there
It largely depends on where you are, a lot of the heavier traffic areas are often well maintained, the rural roads in less affluent counties suck, but aren't anything too awful
