The older people don't speak English. Most young people do. Also, keep in mind that you ARE in their country, so knowing some basic phrases wouldn't hurt. But it's still not necessary.

It's also a hard language for them to learn. They have a lot of trouble pronouncing certain words, and the opposite is true as well. The only people who I've found to speak almost perfect Portuguese are Chinese people. Everyone else just can't mimic our pronunciations.

The way you say it is insulting. You're already assuming they don't speak good English. Just say an actual English phrase, and say it slowly. "We would like 2 coffees, and 2 waters."
If they don't understand, then say "dois cafes, and dois aguas". Your accent can be Spanish and they'll still understand you.

Of course I put the ‘I would like’ etc there but it only confuses some people. The more you talk the harder it gets.
Like I said I am a considerate person, it was just really odd to find people who cannot speak the most basic English. Also a nice guy actually helped us with some simple Portuguese orders like dos aquas etc.

My parents asked me to find a nice place for them to go and then asked me to come along hence we went here. The region seemed (and is) very nice and they cannot stand the real med heath so having the cool Atlantic breeze helps a lot.
I mean it really is beautiful here and everyone is very nice despite communication being an issue

Literally every waiter in the Algarve speaks English. You can't get that job if you don't, your pronunciation is probably absolutely awful.
